In the assignments you have completed to date, you have chosen a policy topic, described the problem it addresses, and begun to explore the environment in which the policy plays out. This week, your assignment is to write a 1-2 page paper that delves deeper into understanding the specific laws, rules, and implementing agencies that are centrally connected to your policy topic. The paper should be structured as follows:
• A one sentence overview of the policy topic and key problem. (For this first step, take the paragraph you wrote in step 2 of your assignment last week, and apply the suggested revision work to simplify (page 101 of Smith text) to get a short one sentence introduction to the issue and problem. This is a critical piece of your final brief.
• A paragraph describing the key policies (laws, rules) on this topic.
• For each key policy you identify, include a follow up paragraph for each which covers.
• The policy objectives
• The hypotheses behind the policy
• The degree of flexibility in operating the policy
• Analysis of the government agency implementation of the policy, including a description of the fit between the agency implementing the policy, and the capability of that agency to do so.
• If relevant, you may include a few comments on the ability of organizations such as hospitals to adhere to the policies, and the relationship to the implementing agencies.
