Each student will develop a Healthcare Systems Improvement Analysis and Recommendations Report (strictly 15-18 pages excluding references list). As indicated by the IOM and extensive literature, the US healthcare system has much room for improvement.
In “Crossing the Quality Chasm” the IOM identified an organizing framework of six areas for improvement (IOM, 2000). The IOM framework identifies substantial gaps in safety, effectiveness (underuse of evidence based care, over use of marginally or ineffective care), patient-centeredness, timeliness (delay in access for patients and wasteful waits for providers), efficiency, and equity of care.
• When you are writing your paper, take on the role of a senior leader in a HSO who is attempting to persuade a Governing Board to adopt a major strategic initiative. Your strategic initiative entails a substantial investment in resources; therefore, you will need to build a compelling and logical argument based on a cogent analysis.
• As first steps, identify an issue and a type of HSO. The issue should be something that is of intrinsic interest to you and relevant to the HSO. Unlike Briefing Paper 2, your issue needs to be “strategic” – that is, it entails a major change in business direction (e.g., implement electronic health records; entering into a partnership with another organization; redoing a cancer program).
• The assignment consists of two parts:
o A situational gap analysis that leads to an opportunity for improvement.
From your situational gap analysis, select a specific opportunity for improvement. Build a business (value) case for that improvement by conducting “root cause analyses,” crafting one or more “well written problem statements.”
o A specific improvement proposal that ends with recommendations to the HSO governing body.
Build a project plan (may include budget, timeline, etc…) to reflect the entire improvement value proposition (defining, changing, sustaining, and spreading). End with specific, actionable, recommendations

• Use at least 7 different references
